Take a gentle brush such as an old toothbrush and try to remove any lasting dirt. Be careful not to scrub. This might remove the dirt but is likely to take the ceramic cover with it.
Make a solution of baking soda, household ammonia or vinegar and water. Fill the stand with this solution and allow to stand for some time. After 15 minutes check to see has the dirt been removed, if it has simply rinse out. If not, let it stand for some time more but maximum 45 minutes. After this period, your ceramic umbrella stand should be as good as new.
